On the execution of the Roadmap for implementation of improvements in the respective area related to the indicator “Connection to utility services (water supply network)” for the years 2022-2023

The "Rules that periodically establish service quality standards and performance targets related to connection to the water supply network" have been approved by the Order No. 115 of Azersu OJSC “On the implementation of the ' Roadmap for implementation of improvements in the respective area related to the indicator "Connection to utility services (water supply network)" for the years 2022-2023’” dated 01.03.2023.

In pursuance of the objective of establishing targets for the year 2023 in accordance with part 2 of sub-clause 1.1.1 (Availability of standards and targets for connection to the water supply network, monitoring the reliability and quality of service provision) of clause 1.1 (Normative legal framework for connection to water supply network) of the ‘Roadmap for implementation of improvements in the respective area related to the World Bank Group's "Business Enabling Environment" project indicator "Connection to utility services (water supply network)" for the years 2022-2023, as well as the "Rules that periodically establish service quality standards and performance targets related to connection to the water supply network ", 

I hereby order:

1. In connection with the implementation of sub-clause 1.1.1 of clause 1.1 of the Roadmap for implementation of improvements in the respective area related to the indicator "Connection to utility services (water supply network)" for the years 2022-2023 in accordance with the "Rules that periodically establish service quality standards and performance targets related to connection to the water supply network", the targets of Azersu OJSC for 2023 (enclosed) shall be approved. The Head of the Public Relations Department of the Administrative Office (A. Jabrayilli) shall be instructed to ensure that the targets for 2023 approved by clause 1 of this Order are published on the official website of Azersu OJSC.

3. The Head of the Department of Administrative Supervision, Records Management and Archives of the Administrative Office (S.Gurbanova) shall be instructed to ensure that this Order is sent to all structural divisions of the Company.
4. Control over the implementation of the Order shall be entrusted to the Deputy Chairman, Etibar Mammadov.

Addendum to the Azərsu OJSC Order No. _______ dated ___________

Targets set for 2023:

1. Preparation of Technical Specifications for the design of external water supply and wastewater discharge systems within 10 days.

2. Preparation and approval of project documents based on the Technical Specifications prepared within 10 days.

3. Completion of construction-installation works and granting of connection to the WSWDS within 10 days, based on the Technical Specifications and project documentation.

4. Updating and adding data into the GIS database for determining connection points within 2 days.

5. Full digitization of connection processes based on the single window (one-stop-shop) principle.

6. Preparing proposals by studying international experience to promote the widespread use of smart systems and smart network technologies.

7. Creating the opportunity for instant payment through the conclusion of a payment agreement while the relevant Technical Specifications are being prepared at “ASAN Service” and “ASAN Utility” centers.
