Water Supply and Sanitation Investment Program

A Loan Agreement between the Republic of Azerbaijan and Asian Development Bank within the “Urban Water Supply and Sanitation Project” aimed at reconstruction of water supply and sewerage systems of Agdash and Goychay cities was signed on November 29, 2005 and was confirmed and came into force on March 1, 2006. Construction and installation works on reconstruction of water and sewerage systems specified in the project was launched in 2008. 

An agreement for funding the reconstruction of water supply and sewage systems in Aghjabadi, Beylagan and to complete reconstruction of Aghdash, Goychay and Nakhchivan cities was achieved with the Asian Development Bank. A Loan Agreement for reconstruction of water supply and sewage systems in Goychay city was signed within the multilateral financing mechanism with the Asian Development Bank and the Government of the Republic of Azerbaijan on February 17, 2010.

Signing of the Project Agreements on "Water Supply and Sewerage Investment Project - 2" between "Azersu" Open Joint-Stock Company and Asian Development Bank, as well as Nakhchivan State Committee for Melioration and Water Management and Asian Development Bank was held on June 06, 2012. Within the framework of the "Water Supply and Sewerage Investment Project - 2", the Asian Development Bank has allocated $ 300 million to Azerbaijan on concessional terms. $ 130 million was spent in Nakhchivan and $ 170 million for reconstruction of water supply and sewage systems in Goychay, Aghdash and Beylagan cities.

 

In the city of Aghdash

  

 

The "Aghdash City Water Supply and Sewerage Systems Reconstruction Project" is estimated to improve 47000 residents’ drinking water supply and sanitation services in the city of Aghdash by 2035. The project will provide drinking water in 13 villages with 20,000 residents. In total, 67,000 people will benefit from this project.

Subsoil waters have been selected as a source for providing drinking water to the district center and surrounding villages. Initially, 2 exploration wells were drilled in the river-bed of Turyanchay. Water source studies have confirmed that water quality is in line with existing standards.The research found that the source's productivity was also at an optimum level, allowing to supply water to the city center and surrounding villages continuously. Taking into account all these, 8 sub-artesian wells with total capacity of 240 liters /sec  were drilled. Appropriate measures were taken to protect the facilities located at the water source from floods that may occur in Turyanchay River.

Two water reservoirs with a capacity of 10 thousand cubic meters were constructed for collecting and distribution of water received from sub-artesian wells. A disinfectant facility was built to maintain the quality of drinking water supplied to the population. Renovation work was carried out on the territory of the reservoir complex and a protective strip was created.

Two transmission mains with a total length of 13 km and 560 mm diameter steel pipes were laid from the reservoirs to the city network and surrounding villages.

As part of the project, the construction of 183 km of drinking water network was completed in Aghdash and 75000 homes were provided with mergers and meters were installed. 480 valves of different diameters, 800 fire hydrants were installed on the water network for relevant management of it and fire safety. At present, the population of the city is provided with 24-hour quality drinking water via the newly constructed network.

5 villages in the vicinity of the city center and along the route of the transmission main are provided with drinking water within the framework of the implemented project in Aghdash. At present drinking water supply had been improved to more than 10 thousand residents in the provinces Garadaghli, Zeynaddin, Gurcuva, Nehrekhalil and a part of Leki settlement. It is planned to provide drinking water to 8 more villages- Pireyir, Dehnekhalil, Kotanarkh, Jardam, Bineler, Davudlu, Guvenkend, Emirarkh in the future. This will provide access to quality drinking water for up to 11 thousand residents in those villages.

The sewer infrastructure in Agdash had completely been rebuilt as part of the project. 166 km of sewerage networks have been built in the city. Connection of each house and business to the sewer system is provided. A sewage pumping station and a 9.6 km long main collector were built to transfer waste water to the city.

As part of the project, paving was performed on total 608,000 square meters of streets and avenues.

The treatment plant with a capacity of 10,000 cubic meters per day is under construction in the southern part of the city for treatment and disposal of waste water in the city of Aghdash. At the moment, accomplishment, landscaping and gardening is carried out.

A modern office building for the Agdash Sukanal Subsidiary Company was built to improve the employees’ working conditions and the quality of services provided to consumers. The two-storied 440m2 building has all the conveniences for customers' reception, making payments, office rooms, IT rooms and meeting rooms were established.

On October 28, 2019, opening ceremony was held with the President Ilham Aliyev’s participation.

 

In the city of Goychay 

"The project on reconstruction of water supply and sewerage system in Goychay city" is implemented within the framework of the "Urban Water Supply and Sewerage Project" and "Water Supply and Sanitation Investment Program" co-financed by the Government of Azerbaijan and the Asian Development Bank. The project is designed to improve 43000 residents’ drinking water and sanitation services in Goychay, with perspective development up to 2035.

The implementation of the project "Urban Water Supply and Sewerage Project" was launched in 2008. Three sub-artesian wells were drilled, a new water reservoir with a capacity of 2,000 cubic meters was built within the project.

Within the framework of the "Water Supply and Sewerage Investment Program" launched in 2012, four sub-artesian wells were drilled, 3 water reservoirs with a total capacity of 6500 cubic meters were constructed, and 5,4 km of transmission mains were laid to provide Goychay with potable water.

143 km of drinking water and 119 km sewerage network were built in Goychay, each address was merged and subscribers were provided with meters. On October 6, 2015, the opening ceremony of the project was held in Goychay with the President Ilham Aliyev’s participation. At present all urban population is provided with continuous drinking water.

The construction of a treatment plant with a capacity of 20,000 cubic meters per day to eliminate the waste water in Goychay had been completed.

 

 In the city of Beylegan

"The project of reconstruction of the water supply and sewerage system of Beylagan city" has been calculated to improve 24300 residents’ drinking water supply and sanitation services in Beylagan city, taking into account perspective development by 2035.

The project was launched in October, 2012. 6 sub-artesian wells were drilled near Alinazarli village to provide Beylagan and its surrounding provinces with drinking water. Two reservoirs with total capacity of 1000 cubic meters, a chlorine building and a pump station were built in the territory of the well. 8.4 km of transmission main had been laid from the water source to Beylagan. Two water reservoirs with total capacity 4,000 cubic meters existing in the city were repaired within the project.

Within the framework of the project, 91.6 km of drinking water network was established in Beylagan city, each subscriber was provided with mergers and meters were installed. In parallel with the drinking water network, the city's sewerage systems had also been reconstructed within the modern standards. 88.9 km of sewage network was created in Beylagan, 5250 sewerage wells were constructed. Construction of the wastewater treatment plant with a capacity of 10,000 cubic meters/day designed to treat and remove the wastewater had been completed.

 

On November 12, 2016, with the President Ilham Aliyev’s participation, the inauguration ceremony of drinking water and sewerage project was held in Beylagan. At present all urban population is provided with continuous drinking water.

 In the city of Aghjabadi

The "Project on reconstruction of drinking water supply and sewerage systems of Agjabadi city" is designed to improve the use of drinking water and sanitation services by 55,000 people, taking into account prospective development until 2035.

The project was launched in 2017. Groundwater in the Gargarchay field was selected as a source to supply the city of Agjabadi with drinking water and 14 sub-artesian wells with a total capacity of 240 liters / sec were drilled. A 15 km transmission main with 530 mm diameter pipes was laid from the water source to the city. Two reservoirs with a capacity of 5,000 cubic meters each were built to provide the city with sustainable water supply.

Within the framework of the project, 350 km of drinking water lines were laid in Agjabadi city, water meters were installed at 8500 addresses. 618 valves and 905 fire hydrants were installed for optimal water management and fire safety. At present, the city population is provided with quality drinking water 24 hours a day through the newly built network.

Due to the newly created water supply infrastructure, drinking water was provided to Khojavend and Ashagi Avshar villages of the region, as well as to Takhtakorpu settlement, where IDPs from Lachin region live.

305 km of waste water network, 9 km of sewer collector were built, 4 sewage-pumping stations were installed in Agjabadi city for the purpose of waste water management.

To neutralize the wastewater generated in the city, a wastewater treatment plant with a capacity of 10,000 cubic meters per day was built.

In order to improve the quality of services provided to consumers, a modern administrative building was built for the Agjabadi Sukanal Area.

On June 3, 2020, drinking water and sewerage systems in Agjabadi were put into operation with President Ilham Aliyev’ participation.
