The accident in the sewage collector was eliminated without demolishing the private house

It is unacceptable to build private houses and facilities on transmission mains and sewage collectors and in protection zones. Such situations complicate the operation of drinking and waste water supply systems, the elimination of accidents that have occurred, and at the same time cause serious problems for buildings. Private residential houses built on the sewage collector and in the protection zone in the Kohne (Old) Guneshli residential area of Khatai district of Baku city created serious difficulties in eliminating the accident that occurred.

Built in the 80s of the last century, the Guneshli sewage collector ensures the diversion of waste water formed in the Ahmadli settlement and the Kohne (Old) Guneshli residential area to the Hovsan Aeration Station. At the end of the last century and the beginning of the 2000s, the protection zone of the collector was occupied by citizens and private houses were built. By connecting the sewage outlets of those houses directly to the collector, instead of the inspection wells, construction norms were roughly violated, and as a result, risks arise in the operation of the collector. At the same time, the occupation of the protection zone does not allow repair work to be carried out in the collector, which has been in operation for many years. In some cases, the buildings in the area have to be demolished during the elimination of the accident.

   

The last major accident in the collector occurred in January of this year, and the collector collapsed under one of the private houses. The owner of the house has not created any conditions for carrying out renovation work. After that, an official appeal was made to the Ministry of Emergency Situations, Baku City and Khatai District Executive Authorities. An inspection of the accident site was conducted with the participation of the employees of the relevant state institutions and an act was drawn up on the situation. After the intervention of the official state institutions, the inhabitants and belongings of the apartment were evacuated and repair and restoration works were started. During the repair work, special attention was paid to avoid damage to the residential house. For this purpose, a new pipe was placed inside the collector with a diameter of 800 mm. At the same time, a sewage well was installed in order to transfer the waste water of the surrounding houses to the collector.

The State Water Reserves Agency of Azerbaijan states that the construction of private houses and facilities in and on the protection zone of transmission mains, sewage collectors, reservoirs and other hydro technical facilities is prohibited. Citizens and entrepreneurs should get an opinion from the relevant institutions to determine whether there are communication systems in that area when buying land for private residence or facility. At the same time, illegal connection to drinking water and sewage networks is not allowed, and a technical condition must be obtained to use the services.
