Within the framework of the State Program for the socio-economic development of the regions of the Republic of Azerbaijan, the drinking water supply infrastructure of the city of Balakan is being reconstructed. A new source of water is being created in the city of Balakan to provide sustainable and high-quality drinking water to the population. Currently, drilling of sub-artesian wells, construction and reconstruction of reservoirs are ongoing.

The drinking and waste water infrastructure of the city of Balakan is being rebuilt within the framework of the project implemented at the expense of state investment. The initial phase of the project includes the creation of a new water source and the construction of reservoirs for the city of Balakan. To provide the city with stable drinking water, it is planned to dig 10 sub-artesian wells in the course of Balakenchay, to reconstruct the existing reservoirs with a capacity of 500 cubic meters each and to build 2 new reservoirs with a capacity of 2000 cubic meters.

In the past period, the construction and installation work in the well and reservoir areas had been intensively continued. In a short period of time, 7 sub-artesian wells were drilled and 5 of them were put into operation. 2 new water reservoirs with a capacity of 2000 cubic meters each had been built in the area of water reservoirs. At the same time, 2 existing reservoirs with a capacity of 500 cubic meters were reconstructed. Construction of inter-storage lines and creation of electricity supply systems were carried out within the project.

In the next stages of the project, the city's drinking water and waste water systems will be completely rebuilt. To provide the city of Balakan with stable and quality drinking water, a water intake device will be built at the existing Siltikchay source and 6 sub-artesian wells will be dug and a 7.6 km long transmission main will be built from the water source to the city in the future. Taking into account the relief conditions of the city, the construction and reconstruction of 8 reservoirs with a total capacity of 10 thousand cubic meters is planned. According to the project, 139 km of drinking water and 77 km of waste water network will be created in Balakan city. All users in the areas covered by the project will be connected to the new network and will be provided with a meter. More than 31,000 residents will benefit from this project, taking into account the prospective development until 2035.
