It was noted in the appeal addressed to them that since September 27, 2020, the Armenian armed forces have regularly fired on the cities of Ganja, Mingachevir, Tartar, Agjabadi, Beylagan, Horadiz and villages and settlements in the frontline. As a result of the heavy artillery, ballistic missiles and prohibited cluster bombs shelled by the enemy, 43 civilians were killed, 214 people were injured, 277 civilian objects, 66 apartment buildings and 1,505 private houses were destroyed.

In order to prevent military aggression by Armenia and provide the security of densely populated civilian residential areas, the Armed Forces of the Republic of Azerbaijan had to take adequate measures within the right of self- defense and in full compliance with the framework of the right to self- defense and full compliance with international humanitarian principles.

It was also noted that shelling of residential areas and civilian infrastructure by the Armenian armed forces cause to certain difficulties in supply of drinking water to cities and villages. Hydraulic structures, reservoirs, sub-artesian wells and distribution networks were damaged in some settlements.
